Fillers for the lips such as belotero, restylane or juvederm can make the pink or red part to the lips look more pronounced temporily as can the more permanent lip implants as well.

 I have used fat to make the red area of the lip much fuller. Having said that I would advise you to leave your lips alone as they look gorgeous the way they are. You always take the chance of some irregularity  . I have not had complications using this procedure after 35 years of doing this and find it more effective with almost 0 complications than fillers.
