I'm in my late thirties and my skin is great except for this long term worsening problem. It's been three months since my co2 treatment. I've had no improvement. Phenol peels seem quite extreme for the area so close to the eye, and after all the failed skin treatments I've had to address this issue, I am wondering if surgery might help even though my problem is wrinkling, not under eye fat or malar bags. I am located in Los Angeles.

For that you need the laser treatments. Many people need 2-3 fractionated CO2 treatments to see significant improvement in the texture. And if you are fair skinned, you might want to consider a full CO2 laser which gives the best tightening. If you are volume deficient some filler will also help to stretch out the skin and make it look smoother.
