You should start out with 1cc of filler and go from there. You do not want to overdo too much filler in the lips. It also depends on the look you are going for too. You can always add more filler to the lips if needed. Just remember if you are going to do your lips and you do not want to bruise you should not take any aspirins or anything that will thin the blood since brusing can occur.

While it is true that, "aesthetically speaking", the lower lip should be equal to or as much as one third bigger than the upper lip, I do not think your upper lip is as "out of whack" as you think. However, if it continues to be problem for you, the upper lip can be reduced with a simple procedure that involves removing internal mucous membrane and rolling it inward.

and many movie stars pay to have them look that way.  But beauty is in the eye of the beholder and if you wish to achieve more textbook ratios of upper lip to lower lip, then you could benefit from an upper lid reduction.  Find a local board certified plastic surgeon to help you through this.
