I had smart lipo on arms, lateral chest and inner thighs. I have been in a great deal of pain and I'm 10 days post op. Is this normal? I am unable to lift my arms up all the way. It feels like a rope of scar tissue and you can even see it pulling under the skin. Is this normal as in the normal lumps under the skin that will go away with time or could this be something more serious? It's very painful reaching for things.

Some tenderness and swelling is normal after your procedure and will resolve with time. Lymphatic massage, compression, and RF treatments like venus legacy do great post liposuction and are essential for improvement/healing. The lumpiness, swelling, itching and hardness after a surgery like you had typically persists at least 8 weeks after the surgery then slowly goes away. In my experience, daily massage of the hard areas makes the biggest difference in getting rid of it sooner rather than later. Staying away from salt will make a big difference in swelling. It can easily take 6 months or more to see results. Be sure to keep any scheduled follow up appointments you have with your surgeons for his evaluation and advice. Hope this helps!

This could be normal, but I would encourage you to contact your surgeon and have them evaluate you in person.  Based on the picture, I do not see signs of infection or other issues.  However an in-person exam is the best.
