With FUE, you can look to have your temples filled in and your hairline redesigned. Make sure to choose a hair restoration surgeon who specializes in hair lines. A great first step would be an online consultation. Often you can submit photos to top hair restoration surgeons for a complimentary evaluation. This should help lead you in the right direction. Having multiple consultations with different doctors cannot hurt. 

Unfortunately the only way to have hair grow where it never grew before is through surgery. I'd suggest having a consultation (or several) to get an idea of what a hair transplant would be able to achieve for you. A forehead reduction surgery may also be an option for you as well.
