You do have a moderate degree of breast sagging, or what we call ptosis. If you are planning children in the near future you should wait until after children. You would require a lift and possibly a small implant depending on your size desire. Several different ways of accomplishing this so its worth going on multiple consults. Whatever you do, don't simply get implants; the result simply won't be right.
You would be a candidate for a breast lift when you think that you are ready. I recommend an in-office examination as well as a detailed discussion with a surgeon who you are comfortable with. In general, patients who are prone to sagging breasts are those that have had kids, breast feed, massive weight loss, and genetics. Sometimes there is no escaping the drooping. Wearing a good supportive bra at all times does help keep the weight of the tissues and help delay the sagging. I always recommend to my patients to support their breasts to help prolong their results. This includes even wearing a light supportive bra to bed.Hope that helps.

Thank you for your photos. Sagging or dropping of the breasts is a natural aging process. The speed of when this happens can vary depending on your genetics as well as other natural changes to your body such as pregnancy or weight changes and cannot be avoided. A solution would be to have a breast lift to bring your breast tissue back up on your chest and reposition your nipple. you have some skin issues that have predisposed you to this. You cannot prevent this but you can slow progression by religiously using a bra to minimize the impact from gravity. You can also consider ThermiBreast which can produce some lift without scarring. If you're okay with the scars, then you can have a lift anytime you're ready for one.
Unfortunately, the effects of gravity or relentless so they will continue to droop. Genetics play a role as well, something that can't be truly overcome. However, there are certain things that you can do to slow this process down including wearing a good supportive bra on a regular basis and avoiding weight fluctuations.
