The perception of "dense" hairline is very subjective and it depends on your hair color, skin color, how you style your hair, etc. In general, an average hair density is 200 hairs in a square centimeter. One hair transplant surgery cannot achieve this. Some people can be happy with just 25 to 50 hairs in a square centimeter while others may not be happy until they achieve 100 to 200 hairs. It all depends on your realistic goals and expectations.

Hair density is only one factor in planning. The range of grafts per square cm is from 20 grafts to 70 grafts per square cm. 20-35 grafts per cm is usually best, depending on the color, curl, shaft diameter, hair density behind the hairline and density in the donor area. Also, an estimate of your likely genetic propensity for future hair loss must be factored in - not to mention your budget for possible future hair restoration if necessary.

It would be interesting to see how large a surface area you require for your hairline to be brought forward. Like previous answers, the density per cm2 ranges between 20-70 grafts but the number implanted will vary according to your donor supply, your skin colour and the management of your future hair loss.
I don't think that the density question by itself makes sense as the size of the balding area dictates the planning and density is only one of the considerations. Your donor density relates to the size of your balding area so a skilled doctor needs to plan the reconstruction of these parameters as well as other factors such as hair thickness, the waviness of your hair and the color contrast between your hair color and your skin color.
