I'm 28 years old, I've had 2 csections before the age of 22 and this caused my pubic area to sag. It also gave me a shelf of fat above the scar. Not wanting a tummy tuck, mostly want to lift the mons up, take fat off it & get rid of the fat roll above my scar or get rid of the scar and "make a new one". Would monsplasty be a good option for me?

This will not remove the extra fat off your abdomen and remove the shelf without addressing the rest of the abdomen. Basically, a monsplasty alone, in your case would be of limited improvement, giving you a tighter, flatter mons with an overhanging abdominal skin and fat. See a board certified plastic surgeon for an in person consultation/evaluation to get a more realistic view of what each procedure can give you. Good luck.
