I am just now learning that Latisse can cause fat loss around the eyes, causing them to look more aged. I have used Latisse for about three years, and recently I have noticed that my under eye bags are more pronounced. Attached are photos. The first was taken in 2017, before I started Latisse. The second and third photos were taken today under different lighting. Are these bags caused by a loss of fat, or were they caused by something else?

You have some excess upper lid laxity that could be fixed with a blepharoplasty. You are also shoing some lid ptosis on this picture which could be due to how you are looking. If an examination shows that you have lid ptosis, then correcting that will make you look better and see better.
