The lower eyelid area is challenging to deal with. Accutite is certainly an option to improve the area, but I always warn people that it is not as effective as surgery, and shouldn't be thought of as a replacement for surgery.If you are OK with an improvement of the area, try Accutite. However, it may not completely remove the eye circles/bags. If you want to correct things as much as possible, you will likely require a transconjunctival blepharoplasty combined with fat transfer to the cheeks.

Restoring the volume to this region, which can be easily done with an appropriate HA filler, addresses this and diminishes the aforementioned problems. A tightening device cannot restore volume and by heating the underlying tissue and causing volume loss may actually even worsen the problem. You would be wise to consult wn experienced board certified cosmetic dermatologist, and exercise a healthy dose of "buyer beware" when offered this or that supposedly "next big thing" expensive fraxel laser, RF or ultrasound devices. Accutite would be great to address those lower eyelid bags. With the RF assisted lipolysis the fat cells are removed and the skin will be tightened. Dark circles can sometimes arise from prolapsed fat and this may help with the darkness as well. Additionally, doing a Morpheus treatment after AccuTite can target the dark circles even more.
AccuTite is an option to improve the under eye area. Surgery is the best option, but you mentioned you are not interested in that route. You may have improvement with filler as well.
