Your scars are not
keloid, they are widened.  The wound closure
failed and separation created a wider scar. 
These scars can be excised at the time of implant removal and closed in
layers to get a better result.  At the
same time, fat transfers can be performed. 
However, depending on the size of the implants, it may not be possible
to fill the skin envelope with fat only.

Keloid scars are characterized by their growth potential and increased degree of inflammation within the skin. Your scars do not appear to be keloid, but rather hypertrophic scars.  Your surgeon can remove them during the implant removal process.  Suturing techniques can be used so that your scars will be less obtrusive.
