Juvederm has disappeared completely after three weeks? What should I do? (photo)

I had a full syringe of Juvederm injected three weeks ago. The practice promised the surgeon would do it himself, but a nurse injector performed it instead. The swelling made them look great, and even after it went down it was fine. But now they're back to their original size? The practice insists it was impossible and they'll get bigger over time, but I know that to be false. I paid a lot of money for these. Can I contact the Juvederm manufacturer or am I out all of my money?
