Lower tummy bigger after lipo

Hi, I had lipo 9 months ago on my stomach. The upper part looks good but the bottom is actually bigger than before the surgery. It feels really weird, almost like a water balloon. When I touch it, it literally feels like liquid inside. My surgeon seemed to think it's normal, but I know it's different. Also, I did not lose a pant size after the lipo. When I'm on my period, I'm actually going up a size! Any insight would be appreciated.
