I have had a hair transplant on 24 may 2017 in frontal hair line with 2600 grafts, but i am not happy with the density. Will there be new growth of hair or it is the final hair density?

While shaving the scalp is not a good idea after hair transplant, a guarded clipper at the proper length (to not contact the scalp or any scalp skin surrounding hair follicles that is raised from the rest of the scalp surface) is ok 3 weeks after surgery.
It is best to contact your doctor about post operative care and instructions since each doctor has a different regimen. If you have an infection your doctor can help you with treatment options.
