The combination of breast reduction and tummy tuck takes at least 8 hours. the safety of this combined procedure primarily depends on your health and presence of medical conditions. You will definitely have a significant amount of breast tissue after 1000g reduction, however the quality is difficult to assess from a photo. A volumetric 3D scan eg Crisalix may help.
