Tummy tuck bulging on top of belly button. What is this? (Photo)

I had a tummy tuck about 2 years ago and recently about 2 weeks I had a belly bottom scar revision but i have noticed when I relax i have a bulging in to of belly button sometimes burns wondering if any Dr can tell what is this

I understand your concern. However, without a proper assessment, it would be difficult to determine what went wrong. It is best that you visit your plastic surgeon for further assessment or ask for a second opinion. Only after a thorough examination, you can get proper recommendations and advice.

Your photos are not very helpful, so I would suggest asking your surgeon your concerns since your surgeon has examined you.

As you recently had surgery it's difficult to determine what is occuring as more time is needed for healing.  It could be excess fat in the area which can be addressed through liposuction.  I encourage you to discuss your concerns with your surgeon who performed your revision.

To make an assessment on the outcome of a plastic surgery procedure, we need to see proper before and after pictures. It looks like it’s early after surgery and things often change a bit over time. It’s difficult to make an assessment based on the pictures but the positioning of the umbilicus can Cause some contour irregularities. 
I suggest giving yourself proper time to heal, then follow up with your provider.
