I am going to go out on a limb here and speculate it is probably both ( it frequently is ). What is done for correction depends on what your medical and surgical history is and how any correction fits with the rest of your face and nose.These problems are commonly encountered in rhinoplasty and there are several techniques that I have experience with.I suggest you seek out opinions in person and then make your most confident decision of who you would like to embark on the correction with. I believe your ala is retracted more than your columella is hanging. I would be interested to know if you have had rhinoplasty previously. There are several surgical techniques that can be used to correct this issue. Your profile also reveals a dorsal hump and ill-defined tip, which can be corrected during the same procedure. It's best to be evaluated in person so that a proper external and internal nasal exam can be performed. At that visit your goals can be discussed and expectations set by the surgeon. I would suggest seeing a facial plastic surgeon or plastic surgeon for consultation. Rhinoplasty costs in my practice vary based on whether it is a revision or primary rhinoplasty. I wish you well!

There is a lot more going on to this nose than just the columellar show. Reducing the columellar show will help a little bit, but the nose will be even more out of balance. There is a cartilaginous dorsal hump is present in addition to the down turned nasal tip cartilages. Performing only a columellar plasty will accentuate these other problems. Alar retraction will need to be treated cartilage grafting techniques in addition to a columellar plasty ,dorsal hump reduction and osteotomies. You do have a hanging columella which can be elevated. However, most of your problem is secondary to retracted nostril rims which would be lowered with cartilage grafts placed under the skin. I wouldn't worry. It's still very early and there will be repeated transient asymmetry, as the swelling comes out of your nose. Your nasal valve does not at all appear collapsed.
