Your pictures show a tip that is widened. Usually the tip can be refined and narrowed through rhinoplasty, which alters the shape of the cartilage. A filler would not be able to make the nose look smaller. It is very important to see a surgeon that specializes in rhinoplasty to get the best results. As for the lips, a filler is usually the best place to start. Bigger lips won't necessarily make the nose look smaller, it just complements it.

The cartilages would need to be narrowed with a combination of trimming and suturing to a new contour.The dorsum appears to be slightly thin and would need to be widened in the middle vault. Filler in the upper lateral lip to expose more of the mucosa would balance the lips.
With only the frontal view and a cut off photos, I can only guess that you are concerned about the tip that is somewhat bulbous. This can be addressed with a tip rhinoplasty.
Hi, from the attached photos the nasal tip is quite wide which can be refined and thinned using a partial Rhinoplasty called a Tip-plasty. The lower lip appears full but the upper lip is quite thin. Dermal filler to the upper lip would increase the size and volume. Hope this helps and please share this answer with your parents, especially if you are under 18 years of age.
