its most prominent from the side or while running, or from lighting situations where light is coming directly from top. after surgery i also had a weird band of scarring in that general region

To get you a quality assessment it would be helpful if you could provide quality information.
Exactly, what procedure did you have? Consider reposting with proper before and after pictures describing what procedure you had done and how long ago. 
Was this done with Liposuction alone or with an open resection.
It looks like tissue may have been over resected.
It’s hard to give you quality information on the limited information provided.
I think the best you going to get is people telling you to follow up with your provider or schedule a few in person consultations with other providers if you’re not getting the care you need which is what my recommendation is as well.
If you don’t have a complete set of proper before, and after pictures, then ask your surgeon to forward the pictures they took.
