I noticed with canthoplasties a lot of peoples eyes end up shorter vertically, like the distance between the inner and outer canthus is shortened. I do not want this effect so I’m wondering if canthopexies do the same thing

Lower eyelid retraction involves elevating the lower eyelids which is a speciliazed procedures. Tarsal strip is not the same thing. Best to see an expert for discussion and determine what procedure you need.
