I’ve had significant shock loss after a forehead lowering procedure. What is the likelihood it will grow back? (Photo)

It occurred 3 weeks after the surgery. I have no history of hair loss prior to the surgery and no medical conditions. I also have a red patch on the scalp I am concerned about that is vey irritated and burns a bit.
