Without examining you in person and feeling the tissue of your arms, it is difficult to give you specific advice. However, liposuction only removes fat, not muscle bulk. So, if when you are contracting your muscles, if you feel a thigh layer of mobile fat, then liposuction may thin your arms a bit. Liposuction will only remove fat not muscle. LIposuction will not reduce the size of your arms due to muscle mass. Backing off on training will allow some of the muscle mass to resolve if you are an avid trainer.
