Without examining you in person and feeling the tissue of your arms, it is difficult to give you specific advice. However, liposuction only removes fat, not muscle bulk. So, if when you are contracting your muscles, if you feel a thigh layer of mobile fat, then liposuction may thin your arms a bit. However, based on your pictures, it appears that you are mainly muscle and not fat. Good Luck.
Liposuction will only remove fat not muscle. LIposuction will not reduce the size of your arms due to muscle mass. Backing off on training will allow some of the muscle mass to resolve if you are an avid trainer.

Liposuction will not be an effective method of reducing your arm size. Most of your arm size is due to muscle not fat. The role of liposuction in the arm is for sculpting/reshaping, not a major size reduction.
