an upper lip lift would be the most important step to have more tooth show at rest.  you may still have a weak appearance of the teeth afterwards, but regardless it will be improved.  You can always discuss teeth afterwards.  

The best way to address this issue is with a liplift. It’s a delicate procedure to shorten the upper lip skin which will make the mouth area more feminine and improve tooth show.
