This looks like cellulite. A combination approach for cellulite is needed to get the most improvement. I recommend Cellfina in combination with Sculptra or renuva, and body treatments like Exilis Ultra/Venus Legacy, Cellutone/z wave. A VASER HI DEF procedure can be done for more contouring. See an expert for a formal evaluation. There is no cure but you can get good improvement. Best, Dr. Emer.

It is difficult to get a clear assessment of what you are unhappy with from the photos that you show. Significant contouring of the legs can be achieved both through liposuction or other modalities. this is probably the most difficult area to treat for cellulite. Options include Cellulaze and Cellfina.  Neither work great for this area though.  I think Cellulaze works the best, along with a technique called "mulching".  Another good option is to use BodyTite in conjunction with this to help nonsurgically lift the skin.
