Thank you for your photos. I do not think loose skin is really an issue for you. It really is not noticeable unless you pinch it. However, fat transfer probably would benefit by filling out the forehead and the temples and the cheeks. It can really restore the face to a younger appearance by improving the volume in the upper third. Of course, 1 could make the point that fat cells because they have stem cells will also improve the skin but that is less predictable than the volume enhancing effects they have. Overall you are a good good candidate for fat transfer.

I thin what you are asking is conceptually whether adding volume to your forehead will help with the loose skin. Yes it would but fat transfer would not be a good option. You need a hard push from the bone to expand out the skin, not just adding a soft material to the already loose forehead tissues. A custom forehead implant provides a good expansion effect on the skin and evenly covers all the underlying bone providing an even and smooth expansion on the overlying loose skin.
