Occasionally the hair follicles are preserved within the incision.  It may take up to one year to regrow hair in these areas.  It is possible, that the widened area will never grow hair.  This can be assisted by re excising and closing the scar, to bring hair follicles closer together.  

It is a good question and you will only really know that answer about 6 months after the stitches are removed. Many people experience some amount of permanent hair loss whenever they have an injury that extends deeper in the dermis and subcutaneous tissues so as to require stitches. So there may be some permanent loss. The surrounding beard hair will thicken and grow more until 30 and could camouflage. The options for more permanent camouflage is scalp micropigmentation (SMP) and hair transplantation.

If the cut that resulted in the stitches caused a loss of some skin from the chin, you might see a permanent scar there when you grow your beard
