A physical exam is needed to assess your condition and offer the best option. However, if your skin has decent tone without much looseness, than a limited surgery on the front of your neck via a short horizontal incision in a natural neck crease would allow the surgeon to tighten/lift the platysma muscles, correcting the banding. If there is indeed loose or excess skin, then a standard necklift would be necessary in addition to the muscle work.

Yes, the loose skin is improved only with facelift and neck lift. Tightening lasers and devices are helpful but cannot improve as much. Although you are young, a facelift/neck lift is still the best option.
