Why is my lower lip sticking out like this, especially when I am smiling? How can I also fix my lower lip from being uneven when smiling with teeth? Do I perhaps have an over- or underbite? Would a lower lip reduction fix my problem?

You are correct in that the combination of lip reduction and lower lip vermilion advanccement has the best chance to reveal some tooth show without losing vermilion exposure which is interpreted as lip volume.
You would require an in person exam to ensure there is no tumor or other issues which are causing this. Once we rule that out, a standard lip reduction of your upper lip could be performed.
