Thank you for your question.  Yes, a lip reduction would help you.  Most likely, the first procedure you had done was conservative, although I don't have a comparison for your initial appearance versus your current appearance. Also, it appears that the tubercle of the upper lip (the central part) is what should be addressed specifically.  All the best!
