I don't have mustache and beard.

Beard hair is a genetic trait similar to the color of your eyes and hair.  Some people may not be able to grow a beard.

Family history is likely what is causing this, which means there's nothing you can really do except consider a transplant if you want to be able to grow more facial hair. 

If you have already looked into medical causes that may be the reason for your lack of facial hair, then the next reason is more likely genetic.  Some people just do not grow thick facial hair. 
If it is some thing that you really desire, it can be done with a transplant procedure!  Hairs can be harvested and transplanted to your face.
