I had a face and neck lift 9 months ago. My neck looks much better but recently it has been looking bad again when I look down. Shouldn’t my neck be more snatched after having a lift just 9 months ago? What can I do about this?

And, the other thing, is it looks like you would benefit from a chin implant. This is done right in the office and will bring that neck skin forward for better balance and a more snatched appearance.

It kind of looks like you're deliberately tucking in your chin in this photo, in which case anyone/everyone tends to get excess here. Regardless of if that's true, thoiugh, best for you to talk to your surgeon to see what her thoughts are.
