I'm just wondering who would be the best person for this job, somebody who deals with the eye area only and knows the ins and outs like an ocular plastic surgeon, or any plastic surgeon? I want to do this procedure but I get nervous when I see pictures of people with bruised under eyes from popped blood vessels!

Injecting Restylane in tear troughs is an off label use of the product. You would be best served to have an in person evaluation by a board certified surgeon with expertise in periocular rejuvenation.
