Without seeing photos or evaluating you in person, it is difficult to answer your questions. You should be close to your goal weight before undergoing this procedure, but it may not be necessary for you to lose a significant amount of weight prior to a BBL. Find a board certified plastic surgeon who specializes in this procedure and performs at least 6-8 per week. 

The key here is to find a surgeon who will liposuction the maximum of 5 liters and transfer the maximum that your body can accept.  The price and quality of result will vary tremendously. Find

In general, you need to be physically healthy and at a stable weight, have realistic expectations, be a non-smoker and your BMI needs to be 30 or less. l recommend you to make an appointment with a board certified plastic surgeon to talk about your goals and anything you need to know.
