When I slightly lift my forehead my eyes become perfectly fine and with even lids .I am unsure if I need upper blepharoplasty or brow lift

If you can provide photos with better lighting, from the side of your face and 1 meter away I would be able to make a proper evaluation. Anyway, If there is extra saggy skin above your eyes and your brow corners downward I can suggest upper eyelid blepharoplasty and endoscopic brow lift.
