45, female - under eye bags. Is eyelid surgery the best option for me? (Photo)

45 year old female that has always been self consious of the bags under my eyes. My main issue more now that im older are the rings of death or the bag line. The skin is very thin and a little crepe. Im hesitant to get the fat pads reduced just to have the same rings but maybe hollowed instead of buldging and then need to fill the area. I would love some feedback and if possible a dx that is close that feels confident with my issue. When I was 21 I had a doctor do fat repositioning - it did not change the look of my 21 year old bags. Recently I have tried morpheus 8 and biofiller made up of my own plasma to try and make things look better. There has been little success.
