This is dependent upon a host of factors including the amount of surgery performed, the cause of the anemia if present, and the treatment necessary to improve that anemia.  In an otherwise healthy person without anemia or other consuming disease, there is usually nothing that needs to be done.  The HgB does not have to be artificially elevated for surgery.  BBL can be performed for most individuals with a hemoglobin above 10 or 11.Find a plastic surgeon with ELITE credentials who performs hundreds of BBL procedures each year with favorable patient reviews.  Then look at the plastic surgeon's website before and after photo galleries to get a sense of who can deliver the results.Kenneth Hughes, MD, Board Certified Plastic SurgeonLos Angeles, CA

In my personal opinion your health is very important, you should be in a adequate stage in order to have any procedure done.  If you have a medical history of anemia, I recommend to start taking action. Your HgB should be higher than 12mg/dl, ideal is 12.5-13mg/dl.
