The size of my forehead is not proportionate to my face and makes me feel insecure. I'm wondering if lowering a few cm would help restore more balance. My only fear is a super noticeable scar line post-surgery or just a generally odd/fake looking hairline. Is it too invasive or a surgery, do I have other, less potentially threatening options ?

Incision is placed along the hairline in zig-zag fashion and, in people with your skin type, will be barely noticeable when scar matures. In the photo with redder hair (lying down), your hairline does not look high. In the other you are raising your eyebrows very much and it is hard to assess.
