I want my terrible "smoker's lines" around my mouth fixed and veneers on my teeth. Which should be done first? (Photo)

The skin on my lower face, from nose to chin is terribly lined and my lips have become very thin. (see photo.) I'm 70. Would it be better to have veneers put on my teeth before having any cosmetic work (filler/dermabrasion, etc) on this area? I am contemplating both. I quit smoking in 2007.
