Under eye aging and horrible wrinkles when smiling. Dark circles when static. Any suggestions? (photos)

You do have some fine wrinkling of the lower lids and it appears that there is some loose skin.  A lower lid surgery to remove some skin with some laser resurfacing should help to improve the texture.  May also want to put some fat in to add volume to the area since you are hollow.   

Personally, I always like to start with fillers for the under eye area but since you've tried that and weren't happy with the results, it may be time to bring on the big guns. A lower blepharoplasty is going to remove the excess skin under the eye. You may also need some filler or fat for volume and possibly some laser skin resurfacing, but that can only be determined with an in person assessment.
