Neck rolls are typically from localized fat collection in your neck. A couple photos would be extremely helpful, nonetheless, fatty deposits in the neck can usually be removed with liposuction.  Depending on the age of the patient and the quality of the skin and underlying muscle, other procedures may be required to tighten up these tissues after removing the fat.  Your next step is to consult with a board certified plastic surgeon experienced in this area so that s/he can develop a final plan based on a good physical exam of your neck.  Glad to help...
