It is not common to liposuction on the face. I'd do the facelift and reposition the SMAS and skin will have a tightening effect and probably eliminate the jowling and excess skin you are having.

I don’t think you have an abnormal fat distribution in your face.
I suggest you ask your provider to show you some before and after pictures of other patients, they’ve treated the same way.
You may also want to get a few other opinions by having multiple consultations.
I think changing the contour in your face is going to be challenging.
