Under eye dots - will tretinoin help with this? (photo)

Hello what are these under the eyes? I don't think there milia. Here is a picture. This picture I found on google. It's not mine, but mine look like this as well. Will tretinoin help? I would appreciate if an expert dermatologist can clarify what this is, and how to treat it. Thank you.
