But four weeks after surgery, you may undergo pmu for your eyebrows by lying flat for one and a half hours. For individualized counsel, it is advisable to speak with your surgeon, who possesses the most up-to-date knowledge of your condition.

You will have to ask your surgeon about this however, generally speaking, 4 weeks may be too early after surgery to proceed with permanent makeup. This would be more for the risk of infection.

In my practice, I allow my patients to lay in any position that is comfortable after augmentation, from the day of surgery on. You should be able to lay down 4 weeks after surgery, but I suggest moving your brow treatment back a month to minimize risk of infection.

The short answer for most procedures that I do is "yes", you have to lying down on the bed. You need to ask your Plastic Surgeon their preferences depending on the procedure you seek.

Yes you should be able to lay for an hour and half on your back four weeks after your breast augmentation procedure. However I encourage you to discuss your desire for PMU brows with your surgeon. She/He may want you to wait longer before having this done.
