I'm not overly skinny, and no matter how much weight I put on it never goes to my lower cheek. I'm 23, and I have had this issue my whole life, so the hollowness is not only due to age. Is there any procedure to make my cheeks look rounder and not so hollow and skeleton like.

Volume and contouring of the cheeks can be created with well-placed fillers (Voluma, Radiesse, Bellafill, Contour) and Sculptra. Implants or fat are alternatives. Botox and radiofrequency can help slim and contour the jawline. Liposuction can help slim the face. Ultherapy, J Plasma and rf treatments can provide skin tightening and lift. Without pictures it is difficult to make an exact recommendation but Voluma and Sculptra tend to be popular in the cheeks. Both implants and fillers in the cheeks can create good results for patients.  Both can build up the cheeks and help bring proportion to the face.  You must balance the pros and cons of each procedure and do what you feel is the best decision for you.

I picture would be helpful, but you should know that there are a number of potential treatments to facial hollows, from traditional fillers, to biostimulatory agents that prompt collagen growth (e.g Sculptra), even fat grafting.  Consider a formal consultation with an experienced Board Certified provider.  Best of luck!
