My upper lids have a lot of loose skin I can pull on. My undereyes I’ve been rejected multiple times for fillers, as the Hokies are too sunken and not much fat. I look angry, tired and much older. I wear eyeglasses to hide my eyes, what can get rid off that hanging upper lid skin, and what can fix my black sunken hollow tear troughs? Price range?

If you have pressure on your eye you can get upper eyelid surgery. But if you don't have any pain or pressure on your eye you shouldnt be worried about that. This is just an aesthetic process and its up to you.
