Your lower eyelids and dark circles under the eyes can certainly be improved by a procedure called a transconjunctival lower eyelid blepharoplasty with arcus marginalis release and fat grafting.

I recommend against filler injections in the lower eyelid because of a rare potential complication of blindness.

Not many surgeons to correction of dark circles with a lower eyelid blepharoplasty with arcus marginalis release and fat grafting but you can find someone who can properly do this procedure.
