You might wish to investigate The Ten Minute Eyelift in which each area of excess upper eyelid skin is numbed with local anesthetic and then light electrocautery is used to shrink and tighten the excess skin. The procedure literally takes about five minutes per side with little to no significant downtime. ( As an example, after performing the procedure on myself for excess eyelid skin, six hours later I was on a ten hour flight abroad). For significant improvement, hooded eyelids require surgery if there is enough skin. For nonsurgical treatments: Radiofrequency (Thermage or Venus Legacy/Viva), injectable fillers, and a Botox brow lift can help contour the eyebrows and lift the eyelid skin. It would be very difficult to evaluate your brows position without proper photos. You have small, asymmetric folds on upper eyelids and if that is your only concern, upper blepharoplasty may be the answer. Hello, If you have pressure on your eye you can get upper eyelid surgery. But if you don't have any pain or pressure on your eye you shouldnt be worried about that. This is just an aesthetic process and its up to you.
You need to wait at least a full year from your initial surgery but through a transcontival approach it should be possible to remove the excess fat. Some fat grafting g might be necessary. Repositioning fat has limited flexibility in terms of the position of the fat.
Your medial brows are very low. I would recommend a brow lift to address the brow position you have. This can correct some of the excess skin in your upper lids. A revision of the facial scars can also be done in due course.
