I had liposuction about 2 months ago on my abdomen and lower back. My butt and hips feel extremely swollen after that. I feel my underwear tight and my clothes feels tighter in that area. Is it normal to swell there even if I didn't have work done there?

You should consult with your plastic surgeon on the “do’s and don’ts” of your post care instructions; however, carbonated beverages aren’t likely to cause any harm.
You may still have swelling, which can last 3-6 months after your procedure. I recommend adding hyperbaric oxygen and lymphatic massage along with your compression to help decrease swelling. To improve your final results, I also recommend adding vanquish for further fat removal, exilis/venus ...
Every patient heals differently. For most, the bruising is gone within the first 2 weeks. Taking some arnica will help to speed this along. However, the swelling can take months to dissipate so that might affect how you feel in a bathing suit. If you are worried, I would probably wait. Best of luck.
