Hello and thank you for your question. A formal evaluation would be needed to determine the best treatment, especially since it is very difficult to see what's going on from the picture provided. There are both surgical and non-surgical options to correct this, depending on your specific situation.

That is a condition where you can see the white of somebody's eye in between the Iris and the lower lash line. I think any under eye tightening procedure could be risky in your situation. It was a bit difficult to determine from the cropped photo provided, however, there is a strong suggestion of volume deficit in the cheeks.
