Will scarring affect eyelid surgery? (Photo)

I’ve had eyelid surgery before and it hasn’t had the desired effect, it is still a few mm from where it would need to be to match up with my other eye. Because of scarring on my eye from the surgery I wondered if it would even be possible to get it done again?
