Your forehead is masculine but not overly prominent. Your chin would be much more impactful. I would say a genioplasty is a better option bc you need about 10mm+ of advancement. Chin implant is going to be under a lot of pressure which pushes them in a few millimeters so you lose some projection. I admit my bias bc I do a lot of genioplasty, but you are a young guy, you can have a permanent solution with a genioplasty; an implant could deproject, migrate, or need to be removed, then you are doing a genioplasty.

Forehead Reduction will lower your hairline and will be helpful for you to reach golden rate of your facial appearance. Whereas chin implant will help to extend your chin. On the consultation you will be assisted to decide on what implant size you desire and on how much you would like to lower your hairline. Both procedures can be easily performed and have a quick recovery. If you have to decide between both surgeries I would advise you chin implant more.
